This has been done a million times before, but... I'm not going to say it. Fine. YOLO.
For you impatient people out there, this video will take two minutes of your life. (THE HORRORRR)
EDITTT: it might pause at times, sorry!!

Here's the transcript in case it's too sped up. :/
First, I'll color a BLUE eye.
Obviously, that's the outline of the eye. Next, draw the eyelashes, either using a tablet pen and making smooth strokes if you want to, or use the smudge brush to make individual eyelashes.
Next, create a layer under the first one and then paint the BASE eye color in-in this case, blue.
Lock the layer.
Then, color the shadows in around the top/bottom of the eye, then the pupil a darker color
Then, smudge a small line of the darker part into the lighter base color.
Next, use the highlight brush and draw a bunch of small dashes coming out from the pupil like a sun.
Next, use a bigger highlighter brush and highlight the bottom part.
If you want, repaint the darker pupil and bottom part.
Finally, just add in some sparkles in the eye and the white "light-hits-it" part.
Then, create a third layer under the eye color and paint it a really, really pale blue color. It's usually blue since the characters are outside, and it reflects the sky.
Then, just add a small whitish area under the eye color.
FInally, just add a small dash on the black outline to show that the eye is "3D-ish".
And that's how you color the eye! <3

I used a mouse and GIMP to draw it, EZvid to record it, and Videopad VideoEditor to edit it. (All these programs are free to download on the internet!)
